The Board of Public Affairs meets the second Tuesday of every month in the Burton Village Office. The BPA oversees the operations at the water and waste water treatment plants. Employees for the Water and Waste Water Treatment Plants are Paul Eaton and Jerry Rose.
Water and sewer bills are sent out by the 1st of every March, June, September and December and meters are read the month before bills go out. The Village offers a monthly billing which is estimated. If you wish to be placed on the monthly billing, please send a written request to the Water and Sewer Clerk.

Why water and sewer rates are increasing:
Most of the water and sewer lines have been around Burton Village since 1927. Every home in our Village connected to our system has paid for that privilege. In 1927 the fees were minimal compared to what a person would have to pay today since inflation has driven the prices of everything sky high. Never-the-less, every home or business owner is an investor in our water and sewer system. Burton Village property owners own all the infrastructure of the Village and it is our obligation to maintain it as if it were our home or business.
Unfortunately, we don’t see much of our water and sewer system and have no idea of its condition until it may want to be noticed by breaking, leaking or in some other way misbehaving. Our water and sewer processing facilities have only had routine maintenance over the last 35 years. The water tower was new 50 years ago. The first water tower only lasted 35 years. Our sewer and water processing facilities and our distribution and collection mains are OLD! Thankfully, our water and sewer department employees have and are continuing to keep costs down and the quality of operations up. However, duct tape and band-aids don’t last forever.
Millions of dollars will be spent in the next 10 years to repair, replace and improve the Burton Village water and sewer systems. The Village will have to borrow money to complete the major work. Having adequate rates in place will allow us to borrow the money at a lower rate because the lenders will see that we have the capability to pay it back. We will be able to pay as we go for many small projects that we can work on each year until the entire system is updated.
The first step to ensure that we can continue to have excellent sewer and water systems in Burton Village was to begin to raise the rates for these services. Of course, no one wants to have to pay more for anything but, no one wants to have to drill a well or use an outhouse either. We need to keep our water and sewer system operating as efficiently and effectively as we can for the health and safety of everyone in our Village.
